CAPE TOWN Cheap David Beckham Jersey , July 25 (Xinhua) -- The South African Chamber ofMines on Tuesday fielded an urgent application with the NorthGauteng High Court to interdict Minister of Mineral ResourcesMosebenzi Zwane from suspending the issuing of mining rights.
The Chamber said Zwane regrettably failed to withdraw the noticehe announced on July 19, in which he invited submissions on hisintention to suspend the processing of new mining and prospectingrights applications or their renewal.
The matter will need to be heard in urgent court on August 4this year which is the deadline Zwane affords members of the publicto respond to the notice.
The Chamber said it is seeking the urgent setting aside of thenotice on one of two bases, namely either the Promotion ofAdministrative Justice Act (PAJA) or the constitutional principleof legality.
The Chamber claimed that the notice constitutes "an unlawfulaction" which will impose a damaging impact on the miningsector.
The Chamber also accused Zwane of acting "ultra vires" or beyondhis powers under the Mineral and Petroleum Resources DevelopmentAct (MPRDA).
"The Chamber notes, with regret, that the industry has no optionbut to proceed with court action to ensure that the minister actswithin the law Cheap Daley Blind Jersey , and in the best interests of the industry and thecountry," spokesperson Charmane Russell said.
In his notice to place a moratorium on the issuing ofprospecting and mining rights, Zwane said his intention wasnecessitated by an urgent legal application lodged by the Chamberof Mines against him.
The Chamber applied to the North Gauteng High Court last monthfor an urgent interdict to prevent the government from implementingthe 2017 Mining Charter which intends to increase blackshareholding.
Zwane announced the Mining Charter on June 15, under which a newprospecting right must have a minimum of 50 percent plus one blackperson shareholding, including voting rights.
The Charter requires that a new mining right must have30-percent black persons' shareholding from the previous 26percent Cheap Chris Smalling Jersey , with the 30 percent shareholding to be apportioned amongemployees, communities and entrepreneurs in a specific manner.
The mining sector expressed unhappiness for not being consultedproperly before the Charter was released. The Chamber of Mines saysthe Charter could destroy South Africa's mining industry whileactually undermining transformation attempts.

BEIJING, Sept. 27 (Xinhua) -- China's major industrial firms posted stronger profit growth in the first eight months of this year as producer prices went up and production costs came down, the National Bureau of Statistics (NBS) said Wednesday.
Industrial companies with annual revenue of more than 20 million yuan (about 3.02 million U.S. dollars) reported profits of 4.92 trillion yuan in the first eight months, a 21.6-percent increase from one year earlier, the NBS said in a statement.
The strong growth marks a pick-up from the 21.2 percent in the January-July period.

Among the 41 industries surveyed, 39 posted year-on-year profit growth during the first eight months.
